Try a gecko "sauna".
Take a plastic container with a fitting top, add about 1/4 to 1/2 inch of luke-warm water (depending on the size of the gecko) and a folded paper towel. to help sop most of it up.
Add the gecko and close the lid, and check in about 15 to 20 minutes.
If it's not ready to shed right now, it just may need a bit more hydration.
Try again in about 48 hours and see if he sheds.
Good luck!!

You could try aloe vera gel.
I occasionally use it when I think they could use a bit more skin hydration.
They have it for a few bucks at most Dollar shops, drug stores, etc. Usually in the sun screen section.
Or at any decent health food shop.
Just smooth it over the gecko's skin. If it's going to shed, it will peel over the next 24 hours or so.
Even if it doesn't shed, the aloe won't hurt the gecko-just make it's skin softer.

LOL-yeah-it never hurts to have aloe on hand with these guys.
It helps them shed, but it also has natural healing properties.

These guys normally have shedding issues if they're too dry, but it can also happen if they are too wet. Make sure that your terrarium is drying out between misting. you said twice a day in your original post, I know that would be too wet for my guys (Althugh this is all situational).
OR...
Anthony's Care sheet also mentions the addition of a "humid hide". I think that's a great idea. My terrariums are all natural style so I don't use that method, but I think it might help you. (especially since your guy is little.)
