Ok, My grandma keeps my house around 65-67ish and even with the light on the tank my guys tnak stays around 65 degrees-ish how can i pop that up without hurting him?

Use a little higher wattage bulb or a heat pad.

I don't know if I would use a 150 watt bulb, the temps are low, but not that low... I wouldn't use more than a 75 watt unless you have a huge cage.
